If you would still like to have the Apache Tomcat Monitor fired up on startup then replace the steps in this post with the following: Leave the registry key ApacheTomcatMonitor at To solve the problem, run Tomcat as an administrator (either by logging into Windows as an administrator or by right-clicking on the Tomcat Monitor and running this as an administrator. I was able to eliminate the error popup on startup by following the steps already outlined in this answer.
