On some engines it is pretty easy to replace the valve stem seals. What is the level of the coolant both in the radiator and overflow bottle? When a mechanic was in between jobs or held up on parts they would grab one off the back lot and start in with the PITA job of cleaning the valve they allow the oil to drain back to the crankcase , they can/will get sludged up and slow oil draining back to crankcase .
